What's worse, police say this isn't the first time this sort of crime has happened.
"We talked to some of the fire department people, and they say that they've seen this a couple of other times here,' said David Keith of the Oxnard Police Department. "And so we've opened an investigation, trying to figure out if this is one person doing this, or if this is kind of a one-time deal, or what."
Authorities believe the thief may have a police scanner, and shows up before officials arrive.
