There's a major change for California's troubled prison health care system. A federal judge on Wednesday removed a controversial court-appointed receiver overseeing the nation's largest state prison system.U.S. District Judge Thelton Henderson replaced Robert Sillen with Clark Kelso, the state's chief information officer.
Sillen had ordered staff increases and pay raises for prison medical staff and pushed for a multi-million dollar expansion of inmate health care.
All this comes at a time when the state is trying to balance costly prison reforms with a massive budget deficit.
