Study: Calif. drivers saved billions

That's according to a national study by the Consumer Federation of America, which released a report Thursday morning.

The group said California has the best auto insurance regulation in the nation, with the slowest growing premiums.

At a news conference Thursday, the group says it will also discuss changes in auto insurance rates that take effect this summer that will lower rates for good drivers.
