It happened at an apartment complex in San Bernardino.
Police say an argument broke out among three men, standing on East 18th street near Sepulveda Avenue.
Moments later, the suspect began shooting with a shotgun at close range.
Witnesses saw the suspect run into a nearby apartment complex.
Residents there had to be evacuated while a SWAT team searched the area.
Authorities say the suspect managed to escape.
