Police said the laser beam was coming from the area of South Olympia Way and East Palmyra Avenue.
A sheriff's helicopter was sent to investigate but had to leave after a laser beam was also pointed at it.
Orange police conducted a ground search but were unable to find anything. If caught, whoever pointed the device at the aircraft could face felony charges.
