The L.A. County Board of Supervisors will consider adding a measure to cut a utility tax to the November ballot on Tuesday.The plan would reduce the utility user tax by half of one percent. The tax, which has been in effect since 1991, is charged to the users of electric, gas, and telephone services in unincorporated parts of L.A. County. If approved in November, the taxes would be lowered from five to 4.5 percent.
