Congress has scheduled a hearing for Monday to look at a plan that would improve air quality and help ease congestion at L.A. area ports. Under the program, ports of Los Angeles and Long Beach would charge fees to help raise money to replace the entire fleet of trucks providing services at the ports with clean trucks that meet 2007 federal emissions standards.
Lawmakers are also expected to look at fees to support the development of infrastructure that would reduce traffic at the ports.
