L.A. approves plan to close deficit

LOS ANGELES Mayor Antonio Villaraigosa recommended the cuts to close the city's $432 million deficit.

Spay and neuter fees for pets are going up from $28 to $40, and the city will also scale back plans to install left-turn arrows on city streets.

While no layoffs have been announced, they are a possibility, officials said, and there is still a $20 million deficit.
