SACRAMENTO, Calif. --California's budget woes now mean it has the lowest credit rating of all 50 states.Standard & Poor's lowered the state's rating from "A+"to "A." Most states are "AA" or "AAA."
S&P also said the prospects for a quick economic recovery are "unlikely."
