"It will mean ultimately cuts. We want to work with our employees to figure that out, but ultimately it's going to be very difficult to continue with the size of the workforce that we have currently," Villaraigosa said.
The mayor says those cuts are part of the drastic measures city leaders must make to keep L.A. afloat.
