LOS ANGELES --L.A. County Supervisor Mike Antonovich is calling for tighter regulations on dog breeders in an effort to shut down so-called "puppy mills."Antonovich says animal control workers have reported a significant increase in cases of licensed kennels over-breeding dogs, and of animals suffering from a lack of veterinary care, and even food and water.
Antonovich is calling for a review of current county regulations to see how they can be improved.
