Both men were booked for illegal possession of explosives, according to Redondo Beach Police Sgt. Phil Keenan.
Police say they found a large amount of fireworks at Flanigan's residence.
Firefighters and explosives experts were working to safely remove the illegal fireworks. Police say they also found several weapons during the raids.
