MWD may have stopped paying rebates

LOS ANGELES The /*Los Angeles Times*/ reports the demand for the rebates has increased three times the past two years, and the program is running out of cash.

The program gives rebates to customers who install water-efficient devices like toilets and washing machines.

The agency says it plans to pay outstanding debts within the next 30 days.

It is also changing the plan and hopes to re-launch it next month.
