LOS ANGELES, Calif. --
A man in a Ku Klux Klan robe has prompted the L.A. City Council to tighten rules about behavior in council chambers.The rules now ban anything that disrupts, disturbs or otherwise impedes the orderly conduct at council meetings.
A warning is no longer required to kick someone out and people can be banned for up to 30 meetings.
Earlier this month, a man wearing a Klan outfit prompted an outcry, and several council members walked out.
That man, who is black, says he was protesting the city's failure to pay him money he was awarded in a free-speech lawsuit.
