The teen was taken to the hospital where he died from his injuries.
The Los Angeles Police Department said Allen was a known gang member.
Friends and family held a vigil for the teen Sunday night. They said he was an outgoing child and the shooting was senseless.
"He's so young, why would somebody want to do that," said Treasure Porter, the victim's sister. "There is no reason to continue to target little kids. He's too young for that he's only 13."
No arrests have been made in the shooting.
