But the city council is considering an ordinance that would require property owners to hang art in the windows of empty buildings to help improve the esthetic.
"As you drive down the street, you just become kind of hypnotized by for lease signs," says Joy Meredith of the Palm Springs Merchants Association.
"Really, we want to focus on the open businesses of which there are 400 and not on the vacancy that will fill themselves as the economy rebounds," says Meredith.
Property owners would also have to register any vacant building with the city within 10 business days.
