Investigators say Hakim pepper sprayed and shot his brother in February 2008, leaving him paralyzed.
Last week, Hakim did not show up for a scheduled court date. Authorities believe he is on the run.
Hakim is 5 feet 8 inches, 200 pounds, with brown hair and green eyes.
