Authorities say Kuehl was texting while driving when he allegedly hit a pedestrian in Newport Beach last August.
Martha Ovalle, 32, was killed.
Kuehl says he was targeted because he was already on probation for a different case.
He faces nine years in prison if convicted of felony vehicular manslaughter.
