The girl's mother told police that Gonzales approached her daughter last year at the William Mead Housing Project and offered her $100 for oral sex.
Investigators say the incident was well known among residents of the housing project. They kept police updated on small bits of information including a partial license plate, car color and a physical description when Gonzales returned from time to time.
Then, last week, a resident saw the car and wrote down the license plate.
Police say they believe other alleged victims are out there and are asking them to come forward.
He was released Monday on $40,000 bail, the same day as his arrest.
