Authorities say the window was wide open and had no screen on it and the little girl fell more than 30 feet, landing on concrete.
People that live in the West Hollywood apartment complex were in shock about what happened to the toddler Tuesday morning.
"I'm shocked," Arthur Houlihan said. "I'm amazed she's still alive coming three stories and landing on cement. That just seems impossible. She must have an angel floating with her."
Police say the little girl's parents were both at home at the time. Authorities say they simply weren't paying attention when their daughter wandered over to a low window on the third floor and fell out.
"The child's going to survive, has some bumps and bruises," LAPD Sgt. Gregory Whorton said. "Fortunately small children are very resilient. It's not life-threatening at this point."
Neighbors watched the commotion outside the building as the little girl was loaded into an ambulance. She was recovering at Cedars-Sinai Hospital.
Police immediately looked into whether this was a case of child abuse. But they quickly determined this was purely an accident. Authorities say the little girl's age worked in her favor.
The extent of her injuries was not reported, but police say she will be just fine.
