The plans call for the complex to expand the existing 276,210 square-foot shopping center by opening an additional 157,000 square feet.
They hope to have the expansion completed by December 2010.
The project will create 1,000 construction jobs and 300 retail jobs when the construction work is completed.
The expansion will add 35 new stores, plus a multi-level parking structure.
