Burkhead is a suspect in a number of flashing incidents.
In the most recent incident, investigators say a woman was jogging in the Victory Trailhead area on April 15 when the suspect jumped out of the bushes and exposed himself. The area is in eastern Ventura County near West Hills and the Los Angeles County line.
The woman ran away and called police.
Burkhead was arrested as he was exiting the park area. He is now charged with two separate counts of indecent exposure.
An investigation is under way to determine if there are any other victims.
