Authorities reportedly recovered the balloons of heroin near the man's truck, where witnesses say he dropped them after the accident. Officers also found 15 syringes inside the truck.
Lalande was booked on suspicion of possession of drugs for sale, driving under the influence of drugs and possession of drug paraphernalia.
