Activists want new rules for passing taxes

SACRAMENTO Currently, new fees need only a simple majority vote in the /*legislature*/ to pass. The new initiative would increase the threshold by requiring a two-thirds super-majority.

A similar measure was defeated at the polls ten years ago. However, supporters of the measure say the atmosphere in California is much different now.

"This is about respecting the taxpayers, respecting the constitution and making sure that our legislature follows the rules of the constitution," sad Allan Zaremberg, the president of the /*California Chamber of Commerce*/.

Supporters say the new initiative will prevent the legislature from passing new taxes disguised as fees.
