The video shows Justice approaching the driver with a gun, demanding she get out of her car.
Investigators say Justice then called the state police for backup before getting his pit bull from his car and standing watch over the woman.
Justice was arrested and authorities say they discovered several weapons and hundreds of rounds of live ammunition in his car.
