The suspect had fled the scene before authorities arrived and a follow-up search was unsuccessful.
The 24-year-old victim received a gunshot wound and was pronounced dead at the scene.
Anyone with information is asked to call Ventura County Crime stoppers at (800) 222-8477. A reward of up to $1,000 is offered for information leading to the arrest and criminal complaint of the suspect.
