Harris-Moore was taken into custody, a week after crash landing a stolen plane there.
The 19-year-old eluded capture in the U.S. for two years.
Authorities said he broke into dozens of homes and stole several small aircraft, a boat and cars.
He's being held in Seattle on a federal count of interstate transportation of stolen property.
Authorities dubbed him the "Barefoot Bandit" because he allegedly committed many of the crimes without his shoes on.
