Investigators said Frank Paneno was dragged for several feet before the driver stopped.
Police are looking for Lucio Morales, who also goes by Martin Beltran.
They said Morales and a passenger pulled Paneno out from underneath the car. Then Morales drove away, leaving his passenger behind.
