Several of Harvey's former clients were notified by the Internal Revenue Service their employment taxes were not paid, according to police. That spurred the investigation.
Harvey was the owner and operator of HRA Inc.
Harvey was arrested and booked in Ventura for grand theft.
He was held on $10,000 bond. He was released after posting bond.
There were two Ventura County victims, according to police. Police believe there may be other victims of this crime.
