Rizzo, former assistant city manager Angela Spaccia, Mayor Oscar Hernandez , city council members Teresa Jacobo and George Mirabal and former city council members Luis Artiga, George Cole and Victor Bello are charged with misappropriation of public funds.
Rizzo is also charged with conflict of interest and falsification of public records.
Meantime, a judge has refused the state attorney general's request for a monitor to control the city's finances.
The judge said he was not convinced prosecutors needed a monitor to gain access to information for their lawsuit and he said it wasn't clear why a monitor is needed.
