The Escondido house was destroyed last month after authorities found it packed with bomb-making materials. Authorities said the materials were too dangerous to remove.
The homeowners have filed a claim with the county seeking compensation based on the home's market value.
County officials say because they considered the situation an emergency, compensation isn't required, but a formal response has yet to be issued. The owners could sue if the claim is rejected.
The home's tenant, 54-year-old George Jakubec, has pleaded not guilty to bank robbery and making destructive devices.
