The brothers, one as young as 12 years old, took their dogs for a walk Friday night through a nearby alley when shots rang out.
"I was at my house just chilling back, watching TV when I heard a couple of gunshots," said Gerardo Diaz of San Bernardino. "I didn't really see that much, but I just heard them, so I went to my family and they said they were fireworks, but they didn't sound like fireworks."
The 14 year old's instincts were right.
Police said Raul Ramirez, 48, was the man who pulled the trigger.
Ramirez was arrested at his apartment just a block away from where the shooting happened.
Authorities said the shooting may have stemmed from something that happened between the victims' dogs and the suspect's dog.
Friends of the teenagers' family said they're distraught about what happened and that the children are good people.
Police booked Ramirez into the Central Detention Center in San Bernardino on $50,000 bail.
