LONG BEACH, Calif. --A plan that could hike fees for some Cal State students could trigger heated debate in Long Beach Tuesday. The California State University Board of Trustees will be discussing possible fee hikes during a two-day meeting. One proposal would increase fees for an education doctorate degree by 10 percent. The board has already approved a plan to raise tuition for undergraduate and graduate students by 10 percent. Cal State and UC schools are both facing huge budget cuts.
