The incident happened last October, when a woman was walking in the area of Mojeska Summit Road and White Crown Circle. She noticed that a white early 90s Toyota truck was repeatedly circling the block.
As the truck drove past the woman, she noticed that the male driver was not wearing any pants and was masturbating.
The victim returned home immediately and notified authorities. The driver was described as a Hispanic male, 25 to 30 years old with brown or black spiky hair.
The case was forward to the Lake Elsinore Sheriff's Department. After much investigation, officials pinpointed Felipe Valle of San Bernardino as the suspect.
Valle was arrested Thursday and booked for indecent exposure.
