Investigators said they discovered a warehouse full of the machines, and similar machines have been found in businesses all over the San Gabriel Valley.
Carmen Mousa and her husband Osama Mousa are charged with grand theft, possession of controlled slot machines, and conspiracy.
''We've located the machines in smoke shops, in donut shops," said El Monte police Detective Ralph Batres. He said the problem is bigger than anyone realized. "We've been getting phone calls throughout our investigation that basically they're all over the place.''
The illegal devices include slot machines, video style machines, and "claw" machines for kids which make it impossible to grab the prize behind the glass.
