Esteban Navarrete, 35, was shot after other diners argued over which Mexican state is best.
Maria Rocha, 28, was charged Wednesday in Santa Ana with murder.
Her 17-year-old brother, Ricardo Guerra Rochas, will be tried as an adult in the case.
And 21-year-old Ivan Sanchez is also accused in Navarrete's murder.
A 15-year-old boy who was being sought surrendered to police Tuesday night.
It's not clear yet if he will face charges.
