The /*Federal Trade Commission*/ is asking a federal judge to shut down Phillip Flora's Orange County operation.
Investigators say Flora sent messages at a staggering rate of 85 per minute for loan-modification and debt-relief services.
Flora is also accused of selling the personal information of consumers, even after they asked him to stop sending spam.
