The 17-minute video was shot by a New York Police Department helicopter and shows smoke pouring from the World Trade Center.
The video was released at the request of the National Institute on Standards and Technology. The agency is doing an engineering study on the collapse.
Nearly 3,000 people were killed in New York on Sept. 11, 2001, when jetliners struck the north and south towers of the trade center, causing them to fall.
