The cuts are part of the mayor's budget, presented to the Los Angeles City Council on Friday.
The department said no stations will be closed and no firefighters will be laid off under the plan.
However, it calls for a shift of department resources to focus more on emergency paramedic response.
Several councilmembers voiced opposition to the plan, saying it would threaten public safety in their districts.
