The race to fill Rep. Jane Harman's congressional seat is not over yet. There will now be a runoff election on July 12.

L.A. City Councilwoman Janice Hahn will be on that ballot, after getting more than 24.6 percent of the vote. Hahn has major labor endorsements and money from developers and special interests.

The race for second place is too close to call. Republican businessman Craig Huey of Torrance is only 206 votes ahead of Secretary of State Debra Bowen. Bowen said her 14 years in the legislature make her the only one with experience in a partisan environment.

More than 9,800 mail-in, provisional and damaged ballots still need to be counted. That's expected to be done by Friday.

The 36th Congressional District is 46-percent Democratic and 27-percent Republican.
