The victim was shot in the abdomen while standing in a driveway in the 11200 block of Runnymede Street at shortly after 2 a.m.
The shooter took off in a car. A witness helped identify the shooter and the driver.
Police dogs located the suspects and they were taken into custody.
The 23-year-old victim underwent surgery. He was said to be in serious condition.
