Campus officials said preliminary accreditation for the school is being withheld, derailing plans for classes to start in the fall of 2012.
The accrediting agency committee told UCR officials that even though the medical school education program, faculty and facilities met accreditation standards, members were unconvinced that California would be able to supply ongoing funds to support it.
The university has 30 days to appeal.
