Other drivers noticed the doll on Wednesday and called police. Officers eventually spotted the man and pulled him over.
Authorities said officers saw the blow-up doll in the passenger seat, and it had a cap on to cover the cup holder on its head.
The driver was given a ticket, and according to police, he faces six points if convicted.
The officers reminded the man that you must have two people in the vehicle to drive in the HOV lanes, unless you have an energy-saving car with certified green license plates.
