Villaraigosa chose political veteran Gaye Williams, who served as deputy mayor in the Richard Riordan administration.
She will take over July 25.
Williams will replace Jeff Carr, who resigned earlier this week after serving for nearly two years as Villaraigosa's top advisor.
The mayor's office issued a statement saying Carr intends to return to the non-profit sector.
