Sex offender arrested for harassing teen girl

FOOTHILL RANCH, ORANGE COUNTY

Paff is accused of following a 13-year-old girl in a 99 Cents Only store in Lake Forest. He then allegedly followed the girl and her mother as they drove to a Ralphs store. He allegedly followed the girl into the store and said something to her.

The girl began crying and got help from a store employee, who walked the girl out to her mother. The girl's mother confronted Paff. When he left, she wrote down his license-plate number and reported it to police.

The girl's mother later found Paff listed on the Megan's Law website, a California database of sex offenders.

Orange County Sheriff's investigators examined store surveillance video and identified the suspect as Paff. Paff is a registered sex offender and was wearing a GPS tracker. The GPS unit also confirmed Paff had followed the girl and her mother.

Paff has been convicted five times in the past for indecent exposure, and twice before for child annoyance/molestation.

Paff faces felony charges for harassing the girl.
