EPA reaches deal with Mecca plant to reduce foul odor

Change is in the air in the town of Mecca, where noxious odors have sickened many residents.

Wednesday, the Environmental Protection Agency (EPA) signed a deal with Western Environmental Incorporated, a waste-recycling facility in the area.

Foul odors have been traced to the plant.

As part of the deal, plant operators must implement a long list of measures, including installing an odor-control misting system and updating handling procedures for odor-causing substances.
