Rose Bowl officials made the announcement eight months after two men were stabbed before a USC-UCLA football game in a parking lot.
Two police officers were hurt trying to break up the brawl and three people were arrested.
Police said there were 50 to 75 fans involved in the melee. And it wasn't the rivalry that sparked the fights; it was a wild throw of a football hitting someone's Mercedez Benz.
The Rose Bowl Operating Committee has approved about two dozen rules.
One new change is that alcohol consumption will be prohibited in all tailgating areas after kickoff. It used to be that alcohol was only banned after kickoff in the Brookside Golf Club area.
Previously, tailgating could begin eight hours before kickoff, now that time will be reduced to six hours.
Fans also cannot have drinking games nor devices, such as beer bongs, that encourage high-volume drinking.
Tailgating ambassadors wearing green uniforms and riding bicycles will patrol the lots to ensure the new guidelines are followed.
Fans are also encouraged to text or call police if they see any signs of trouble.
