The Burbank Transportation Commission approved the new minimum fare of $15.50 last week.
However, the Burbank City Attorney's Office said the transportation commission doesn't have the authority to set a minimum fare - only the city council does.
One taxi company requested the change because cabbies must wait in the airport taxi line, and then often get requests for short trips within Burbank.
When or if the Burbank City Council will take up the issue is not clear.
