The accident happened on 10th Street East, north of Avenue G, in Lancaster shortly before 7:30 p.m. Friday.
Officials said Jon Eric Tubo was driving north when he drifted onto the shoulder, overcorrected and overturned the car several times.
A 66-year-old man was declared dead at the scene. His name was not released.
Another man managed to crawl out of the car, went home and called 911. Firefighters could not locate him until later.
Tubo was arrested on suspicion of felony drunken driving and manslaughter.
