The riot broke out Wednesday during a soccer match in the seaside city of Port Said. Fans stormed the field after the home team defeated the nation's top club.
Survivors and witnesses described people falling from the bleachers and other scenes of chaos after as fans from the local Al-Masry team chased supporters of the visiting Al-Ahly club with knives, clubs and stones.
Many Egyptians are blaming the police and military for not preventing the riot.
A network of soccer fans known as Ultras vowed vengeance, accusing the police of intentionally letting rivals attack them because they have been at the forefront of protests over the past year, first against former leader Hosni Mubarak and now the military.
The prime minster said prosecutors will question federation board members about the violence.
